libc.h gone?

Installed the latest XCode 4.4 command line tools on a 10.8 box.

The 10.6 SDK has a libc.h
The 10.8 SDK has no libc.h, either in /usr/include or XCode.app/...

- What happened to this file?
- Is this removal documented anywhere?
- Is there something particular I should include instead (or just the individual files)?
