This is what I had to do to build CF in Nix (on Mac OS): https://github.com/NixOS/nixpkgs/blob/master/pkgs/os-specific/darwin/apple-source-releases/CF/default.nix

Foundation is closed-source, unfortunately. I’ve never tried to build CF-Lite so I don’t know if it’s possible to configure it to not assume Foundation is present.

GNUstep has an implementation of CoreFoundation; have you looked at that?
