Raphael,
There is no command line tools per say for IPsec on Jaguar, but you can
check the IKE (man racoon) and also setkey (man setkey) and for programatic
ways to set IPsec policy, "man ipsec_set_policy"
You can also check the freebsd ipsec mini "howto" as MacOS X is using the
same implementation for IPsec:

Someone also recently release a GUI for configuring IPsec, you may want to
give it a try:
