We can't explain any of this to you without something substantive to go
on. What was the panic message? It's possible that the lack of the
toolkit caused a problem, but I don't know what the NCBI toolkit is, so
I can't be sure. However, I'd hazzard a guess that the panic is not
related to the lack of this toolkit.
