I'm having trouble getting a kernel extenstion to load at boot time.
It
is a non-IOKity kernel extionsion, and I want it to load every time the

IMHO, you need to write a Startup Item.
Documentation:
file:///Developer/Documentation/Darwin/howto/system_starter_howto/
system_starter_howto.html
Samples:
Look at items in /System/Library/StartupItems
