Thanks for the pointers. I guess I had figured that darwin-kernel might know
something, since the portions of the kernel that I am interested are
distributed as Open Source by Apple.
I know better now, so I will try to go through the proper channels.

I'm a $500/year ADC whatever member. I assume the original author is
as well, otherwise he wouldn't have the media.
All I've ever seen is vague hints that some KPI documentation existed,
I've never seen an actual path to it. If you know that path, please
point people to it.
