This header file is in the kernel source tree. Not all of these
headers get pushed into /usr/include, so you have to go searching. Get
the 'xnu' tarball from the Darwin site (
http://developer.apple.com).
If you checked the source, you will note that the #include of this file
is 'guarded' by two #ifdefs: KERNEL and __APPLE_API_PRIVATE.
Both should be a signal two you:
KERNEL: the content of this section of the file is for the use of
KERNEL source. Even though you are executing in the kernel's address
space, you aren't in KEXT territory, so you may have to color outside
the lines.
__APPLE_API_PRIVATE: this stuff is subject to change without prior
notice.
It's all been discussed on this and related lists before. When you run
into one of these, in the course of your development, you have to
decide whether you are doing the right thing, and, if so, contact
developer support to tell them that you need this functionality, and to
keep that in mind as they rev the system.
The shorter response to your message is: this is not a bug; the file is
in 'xnu/bsd/netkey', and you will have to get your own copy. Note that
it is important that you use a version of xnu that matches the
environment you are compiling for and in; and compatibility across
versions is not guaranteed.
