Well, I was talking about OpenDarwin, but now I'm not sure any more
it will do the job. Any hints where to get / download and how to
install a system that I can use for developing on a non-MAC PC? <<

No. MacOS X is licensed only for use on Apple-branded computer
systems. Buy a second-hand Intel-based Mac Mini, if cost is an issue.
