The latter doesn't necessarily follow from the former. The Darwin sources make use of private headers that aren't part of the normal Xcode Tools installation. That's what usually trips up developers trying to build Darwin projects. The private headers are usually part of the Darwin sources as well, so you could install them in the right places to get the build working.

Better yet, you might want to investigate darwinbuild <http://trac.macosforge.org/projects/darwinbuild/>. This tool manages all of the build dependencies for a Darwin project automatically.
