1) I have absolutely no clue what this question has to do with kernel development. There are no windows in the kernel. Please choose the appropriate list, and do not crosspost. Thank you.

2) If you were using Cocoa, you could look at NSWindows setLevel: method.

3) For Carbon, I have no idea.
