Well let's be fair here.
Apple shouldn't have dependencies on closed code in what they open source, but
at the same time they at least deserve credit for open sourcing everything they
CAN release.
So if "A" relies on "B" which is closed source, Apple could either release the
source for "A" or keep "A" closed as well. Apple's doing the former.
