You're looking on the sdk page, where there is (usually, eventually)
a link added for convenience, instead of the kernel debug kits
download page:

OK, good to know.
I already had access to it via the ADC Member site but I was surprised
it was not publicly visible as I was not aware of the above URL.
http://developer.apple.com/sdk/ is the first result you get when you
type "Kernel Debug Kit" in the search field at developer.apple.com.
