This might be true for new cases but not for cases which are open since 2006. They dropped out of the visibility list. If you reopen it new, you get "this is a dupe". So you can't see the old case and it never gets fixed because most engineers probably think well its so old it doesn't matter for 10.8 anymore what was a problem in 10.3.8... but in fact it still is. But in general, yes there has been more actions.
If anyone has a hint how to properly refresh an old report you can't see in the list anymore, please let me know.
