I'm no lawyer, but I believe you can use it without permission so long as you don’t use any logos and don’t make it too prominent. I believe you also need to use it as an adjective rather than a noun, i.e. “Compatible with Intel’s Thunderbolt (TM) technology,” and also state somewhere that it’s Intel’s trademark.

Once again, I’m no lawyer so I might be wrong.
