Mike,

I oversee a secure facility where certification and accreditations of secure networks are SOP.
It appears that at first look that all FISMA is saying is that the already present guidelines and mechanisms for ensuring IT security are implemented and maintained. Pay special attention to the SECURITY CERTIFICATION & ACCREDITATION link.
