The policy is government customers get the discount on Apple hardware
in the brick and mortar store. You can get the discount on Apple
software on the online store.

Not true for all software, at least not as far as the web store is
concerned. For example
iWork '05, Apple Federal price = $65.60, Family Pack $82.20
iWork '05, Apple Store price = $79.00, Family Pack $99.00
Both stores are offering free shipping right now.
