Michael,
There is lots to read and know, but there is a very excellent (clear and
understandable) introductory guide to the common criteria scheme at
http://www.commoncriteriaportal.org/public/files/ccintroduction.pdf
If you can, print it (preferably in color) instead of trying to read it
online.
One important point to keep in mind is that the common criteria is a
framework, a tool, for expressing requirements that could expressed in
other ways. That is, don't confuse the medium for the message.
Of course, the niap.nist.gov site has lots of stuff about evaluations
against protection profiles arising from the CC scheme.
It is easy to make a career out of studying, using the CC scheme, but I
don't advise it.
