The "Add Keychain" function is not available under the file menu on 10.4.
The Key Chain app does not recognize the X.509anchors and certificates under
"/System/Library/Keychains"

An AppleCare also had the same experience.
The target site to be accessed is https://nmci.navair.navy.mil
the user should be presented with username and passsword fields at which time access becomes account dependent
Neither I or the AppleCare rep import Apples X.509 anchors or certificates and connect to the site,
the sites response was something along the line of a valid certificate was not found.

Do you have the X.509 Anchors and Certificate keychains enabled per:

Are your NMCI certificates software or hardware based?

If so, can you capture the error message and send it to me?
