"Access to" and "network(s)" sounds to me like a *whole* lot more than just not "joining". I read it as not even being on the net if not authenticated.
I may be wrong. I would like to hope I am wrong. But, as someone pointed out earlier, we're only 4 short months away from _full_ implementation. ~~
