FYI. I opened a ticket with Apple and this was their response:
syslogd starts very early - before DNS or NetInfo. It can't resolve the
remotehost name. You can either use an IP address in /etc/syslog.conf, or
you can add an entry for the host to the /etc/hosts file.
Indeed, this was the problem and an entry in /etc/hosts corrects this.
