WMP, Realplayer, & Quicktime are part of the baseline install.
When it was realized iTunes is included with QT7 Win installer, we were required to go back and remove iTunes after the fact.
Another Army user points out "It's also considered P2P software, since you can share with others using it."
Downhill information flow being what it sometimes is, that particular reason didn't make it to my level. :)
However, I do know most media streams are blocked at the base DOIM level.
(for example, video reports on the local news stations web site.)
