This is a fairly common need in the category of "image gallery".  There are
variations depending on whether you want a dynamic site (thumbnails and
images resized on the fly, and you just upload files and text) or a static
site (you run a script to update the site after uploading files and text).

Most of the text-association features require manual data entry, so large
sites become problematic.

For a variety of open-source applications that may meet your needs:
    <http://freshmeat.net/search/?q=image+gallery&section=projects&Go.x=0&Go.y=0>

Google for "image gallery" mac:
    <http://www.google.com/search?q="image+gallery"+mac&start=0&ie=utf-8&oe=utf-8&client=firefox&rls=org.mozilla:en-US:unofficial>

This is less specific and includes existing galleries, not just software.
Adding software to the search term may reduce the hits.
