That was true in OS X 10.2, the default in OS X 10.3 & 10.4 is
user:user. But yes the issue remains because of the world
readablility. It's a simple issue to chmod o-rx for the home
directories and then no one can see inside other people's directories.
Is OS X Server 10.3 & Server 10.4 different in respect to the staff
group (which is largely unused in OS X 10.3 & 10.4)?

My OSX Server is 10.3.9 and it is 755 user:staff as the default.
