Property List Editor (aka Plist Editor) is installed as part of the
Developer Tools package.

I believe you can find this in at least two places - on the installer DVD
and in a folder called Installers on the hard drive. (I may be wrong on this
latter. It's been awhile since I looked at a clean install of OSX.)

Plist Editor is a very helpful tool. I install it on all my machines and
into my images. I can read plist files and conf files in a text editor
(TextEdit, TextWrangler or BBEdit) but in reading plist files you'll get raw
code, unformatted. Plist Editor reads the XML files formatted and allows you
to see the operators (prefs) and their settings in a much more friendly
output.
