Are you using the "Server Admin Tool" or are you trying to do it "by
hand". If you are trying to do it "by hand" then you are probably
fighting an uphill battle. If you are using the GUI Server Admin
Tool, then simply click the "DHCP" service, then click start. That is
all there is to it.
