There are several ways to use and apply Digital Signature on a document.
To physically create a signature field /sign or certify a document/form
you need either Acrobat Standard, Professional, or 3D.

To sign an existing signature field on a document, you can do so using
the products above, or use the free Adobe Reader assuming that the document/form
has been Reader Extended with Livecycle Reader Extensions ES.

The oldest version that you need is Acrobat or Reader 6.0.3 minimum.
In the case of a form, you can "enable usage rights in a form to
be used in Adobe Reader" using Acrobat Professional, but the data can only
be compiled for 500 users agency wide. This solution is more for testing and
departmental solutions not agencies.
Keep in mind that several of the agencies in DoD are already using
Acrobat Professional, many of which are already on an enterprise agreement. Many
of them also have a license for ARES for internal forms like DCAA, DFAS, DCEA, DLA,
and many others.
In addition, all of the DD forms to be used by all DoD agencies from
WHS are already Reader enabled for save offline and digital signature and can

I'll add my vote that signing of arbitrary documents would be way
cool to have. I understand that specifically designed forms would
be
needed to support a workflow with multiple signatures, but being
able
to generate a memo or report and sign it without designing in
specific elements would be very useful for many users.
