Brian,
These are the same tools utilized by others on this list. Is it
possible you previously installed the PPC tools first and then
attempted to install the Intel ones on top of PPC ones ? Make sure
that the Audit Log is actually being written to and that you have
already enabled the Audit Subsystem as noted in the CC_Admin Guide.
All of the management and setup for Auditing is documented in the
CC_Admin Guide located at:

As noted in my mail message to each individual, you cannot view or
manage logs between OS X platforms (PPC / Intel). Is it possible you
have mixed the two ?

If you open the logs directly, entries are present with acsii and
binary
records. I would NOT say they human readable. I would guess they are
corrupted in some way that prevents the audit log tools from reading
the
individual records correctly.
The PowerPC version of tools work correctly on our G5 Xserves.
