You are so right. Apple's offerings do not scale (up/large) well. This can
be seen in their Workgroup Manager utility when it displays all the user
accounts in a graphical list by default.

Also true. The only way to change is if they start making so much money
selling desktops into enterprise nets in the federal space that they have to
improve. The economics don't support this happening as long as Apple makes
more money on music, iPods, phones, etc that it ever will of the govt. That
leaves third party vendors trying to take up the slack.
