Bonjour (Zeroconf) is a link-local protocol, meaning it's broadcast only
to the local segment. VPNs are routed; each connection is effectively a
segment of two machines.
If you want Bonjour/Zeroconf to work across segments, you'll need to
look at your gateway (VPN concentrator in this case). The gateway would
need to pick up and translate Bonjour/Zeroconf frames and route them to
"joined" segments.
Router companies have done similar work in the past for other link-local
protocols like DHCP.
