We looked into it. You cannot do your home directory on an encrypted
drive.
FileVault is the only solution. It's entered into FIPS certification,
which should be good enough for the VA.

Brings me to my question: has anyone deployed PGP in an enterprise
here and if so, what is required? I have run it on the desktop for
many years but have not experiment with any systems engineering
model of enterprise management.
From a technical perspective, the approach I am inclined towards is
redirecting the user's home folder into a PGP encrypted archive,
much like what FileVault does.
