there's several take-a-part guides available for the iphone 3G on the
web.
looks like this one is actually made to come apart (unlike the first
version
which usually involved bending (and replacing) the metal back case).
if you're not up for doing it yourself, there's always the iphone camera
removal service
at www.iresq.com or you could send it to the folks at holmans.com (they
remove the wireless,
camera, etc) for on apple laptops for use in secure environments.

A little touch of white-out or black paint on the lens should do it, but
I don't know if that would satisfy your agency's security folks.
