I have had few MacBook Air and MacBook Pro 2.4 & 2.5 GHz Intel Core 2Duo that had
“Error51: Unable to communicate with the VPN subsystem “

FYI, here is the fix that work for you.
Sudo /System/Library/StartupItmes/CiscoVPN/CiscoVPN restart

This Unix command line will fix your nightmare.
I’ve terribly missed Dept of VA folks (VACO).
