Most IT shops listen to Cisco and implement proprietary IPsec/XAUTH
(with TCP encapsulation, natch) instead of the standard L2TP/IPsec,
since Cisco doesn't bother to go out of their way to tell anyone that
their VPN gateways support the standard.
