Does anyone have insights into the best practices for setting global and user umasks in Leopard? (10.5.6)

The Apple Leopard Security guide says, globally:

sudo defaults write /Library/Preferences/.GlobalPreferences NSUmask xx

where xx is defined in the doc.

How does a user override the global setting so that files and folders they create in the Finder (not on command line) have a user-specified setting?
