It's not an unadvertised price jump. It's the same subsidy situation
that every single person with a subsidized phone on any US carrier is
in, and has been for years: you must wait 18-24 months after the
"purchase" of your last phone to qualify for the advertised,
discounted/subsidized pricing on a new phone. The first gen iPhone ->
iPhone 3G situation was a very rare exception to this rule, as the
first gen iPhone wasn't subsidized.
Not saying this is right, but that's the way it is, and is has nothing
to do with Apple, or even with AT&T. It's well known that carriers are
eager to please "new" customers, and will screw their existing
customers. (And it's not so much "screw", as it is needing to recoup
the several hundred dollar subsidy for the initial hardware.)
Tethering will indeed be allowed in the US, and while we can all point
to a million examples of cheaper tethering in the US and around the
world, $70/month for unlimited data + tethering isn't out of the
ballpark for many smartphone tethering plans and/or combo plans with
data cards/dongles. AT&T's biggest fear here is that tethering is so
easy on the iPhone, people will actually use it, and iPhone customers
are likelier to be tech-savvy enough to want to use things like
tethering.

I'm troubled by the huge tethering (if it's ever allowed in the US)
fee and the near doubling of the price of an Iphone for some folks
which was never mentioned anywhere I heard of apart from this
article. I'm handicapped and can't get to the store on D-(delivery)
day to get mine and all my would-be drivers are out of town. I had
hoped to have mine delivered to my door through pre-sales purchase
but can't (kept being told on the website and phone that i must go
in) and I suspect it might have something to do with the
unadvertised price jump as it would be a replacement phone.
