Taylor,
You can create individual accounts (on that TM server) and have
people log into that account. They will only see their files.
At the time TM runs the backup on the client, a disk will pop onto
the desktop and look like a hard-wired external disk, i.e., you can
traverse the TM backup structure using the finder (or shell). Once TM
finishes, the disk will get dismounted. (I don't know what happens if
just fire off TM to browse the files --- I think it auto-mounts the
disk but does not auto-dismount it when you quit TM.)
If you look at this disk file on the TM server itself, you will see a
locked file with a funky name (not the normal TM name). On the
Server, you need to set this disk as a TM disk and "share" it. BTW,
if you start renaming disks, the old share points remain (and are
still advertised on the LAN) so you have to delete them in Server Admin.

We're strictly an AD shop, but this might satisfy the user(s) who
want it while keeping management happy at the same time by ensuring
that the backups are in a secured location behind a locked door
instead of sitting out on the user's desk.

Joel,
Time Machine does not allow for backup to a SAN. You can assign a
Time Machine backup to a network volume, but it must be one
designated by a Mac OS X Server specifically for TM.
