Good news, maybe.
The Air Force did the same thing about 2-3 years ago. We lost all
access to OWA for a while but Microsoft eventually released CAC-login
capability for OWA. It works fine, the same way other CAC access works
for other sites, except that you must use your e-mail signing
certificate in your identity preference.
So it depends on NMCI providing CAC-enabled OWA.
The Air Force is very stingy with password enabled accounts now. The
only time we get them is if we lose our CAC, we can get a password
until we get a new card, or if we get a second NIPRNET account
temporarily at a TDY work site or something like that. The Air Force
network is configured to allow only one user account to be tied to a
CAC at a time.
