We had a problem recently where NMCI blocked web access to certain users who were authorized to connect to OWA. We had to go through our command to get the proper paperwork turned in and web access turned on.
Entourage still works like a champ once we were on the approved list.

I have also tried updating Entourage to 12.2.3 and also

the Web Services Edition (1303). No luck.
