I would think you need to set up an LDAP look up in Directory Utility
to look into the AD LDAP server for the certs.

Anyone else have any ideas? I'm _not_ bound to an AD/OD, I just
have Mail.app syncing with Exchange over EWS.

Anyone found a way for Mail.app paired to Exchange (not bound to a
domain) to search for and use PKI certs published to the GAL? I'm
looking for similar behavior to that found in Outlook 2003/2007 when
connecting over HTTP/HTTPS.
That's a preference option in Keychain Access, isn't it?
