Here are what I believe John Gruber's predictions are for the new iPhone:
Resolution: 960x640 (double the current resolution)
CPU: the Apple A4 chip used in the iPad (~double the current speed)
Second, front facing camera for video calls
Possible name: iPhone HD
And of course all the stuff mentioned in the recent iPhone 4.0 announcement, including limited multitasking, which will among other things support playing streaming audio like Pandora in the background and the ability to accept incoming Skype calls.
Announcement will probably be at the WWDC in late June (I don't think a date has been pinned down yet), with hardware shipping probably a couple of weeks after that, so maybe early to mid July.
None of the above stuff would be surprising. The higher resolution is needed to keep up with the Android competition. The A4 chip just makes sense. The front facing camera has been expected since the iPhone was initially released. The only reason I could see this not happening is that Apple might reserve it for a future rev of the iPad; however, with Android phones getting pretty good, I don't think it would be a good idea for Apple to wait until 2011 to release a phone with this feature.
The dates are Apple's standard iPhone release cycle; however, the iPhone OS 4 announcement came later than usual. Whether this was to keep the focus on the iPad or the development cycle is little behind schedule, no one outside of Apple probably knows.
