This sounds like a problem I've run into. For me the fix was to quit
Entourage, open Keychain Access and delete the
Microsoft_Intermediate_Certificates keychain, then restart Entourage. This
keychain is a cache of the intermediate certificates from signed emails;
Entourage will rebuild it as needed.
