Apple's iPhone Developer Enterprise Program allows for exactly this:

Applications can be distributed directly to devices, and starting with iOS 4.x, they can be delivered and updated over-the-air.

This model works for in-house applications you develop and deploy yourself, but it looks like you may also be talking about paid applications from the App Store.
You don't need a connection to "the enterprise IT network"; just any normal network connection will suffice. You also don't need to be tied to iTunes, per se, but it's probably easiest to have a "utility machine" or something similar that can be the iTunes instance to which the device(s) are synced. You could also use an iTunes role account to manage purchasing and applications. Our organization uses POs to purchase iTunes Gift Cards and manages purchases that way.
