Apple should explicitly state Mac OS X support policies so we can decide if

Much harder to decide when Apple hasn't stated anything, and history is
erratic.

operating systems.
Why 5 years? Apple frequently promotes how much longer their hardware
stays in service than ordinary PCs. They should put their money where
their mouth is. Upgrading Operating Systems breaks stuff, and isn't
practical for all customers.
Many people would say Apple should have the same support policies as
Microsoft, or Oracle/Sun, or Red Hat, or Novell. Apple has never worked
that way, and that might be a Good Thing.

"The enterprise" is just as nebulous a concept as "the Government". Some
enterprise/Government customers will continue using Apple products with
much less support than they currently get. Many enterprise/Government
customers won't touch Apple products now because of support issues like
this.
A better question might be:
How much profit will Apple make under different support scenarios?
It's a business decision.
We could influence that decision by telling Apple (not through mailing
lists), that we need better, explicit Mac OS X support policies that meet
certain requirements, or else.
With Apple making money as fast as they can ship iPhones, iPads, iMacs, and
MacBooks, I'm not holding my breath waiting for Mac OS X server support
changes.
