Found it easy by going to Bootcamp support page, http://www.apple.com/support/bootcamp/, and clicking on downloads. Yes it says it needs 3.1.
I checked through the support forums and you're not the only one having problems getting Windows 7 (32- or 64-bit) to install and run properly. Apple supports BootCamp but not the Windows software.
