The cameras can be disabled through the iPhone configuration utility or a Mobile Device Management server, if desired.
There is no option to disable Wi-Fi or Bluetooth through configuration utilities/MDM and those modules are soldered into the dock connector to logic board cable on the 1st iPad. They can't be disabled. We'll see if that's any different with the iPad 2.
