This isn't anything new. When 10.x.y is the currently released version of Mac OS X, it has nearly always been the case for new hardware to ship with a slightly newer build of 10.x.y, a discrepancy that is usually resolved with the release of 10.x.y+1. The best practice for people who maintain "master" images is to use the installation media that comes with the new machine to either "install over" the existing image or hand-pick the changed items and include them in the image.
In short, nothing new: this has happened with nearly all new hardware that's ever shipped. (It's not always the case that using the latest released Mac OS X will *kernel panic* the machine; sometimes it's just functionality for things like fans or video cards not being present.)
