Short answer? Because ActivClient's architecture is unsuitable and would need a complete rewrite to work with CDSA.
And the only reason ActivClient on Windows works like it does is because DoD spent a lot of time and money getting the product to that point.

Because Apple started baking in the SmartCardServices package around about 10.3.
