Frankly, I have been a registered Apple developer since 1987. Paid for my premier when it went there (some 3,000) and now it is $99 for a year for iOS. (and $99/yr for Mac OS X). When I no longer have fingers, I will no longer have an ADC account ;-)
Having my own account has always allowed me to 1) get the latests iOS and especially Mac OS X releases at no additional cost, 2) keep up to date on the technology, and 3) develop my own apps for open source or sale as myself ;-)
Be aware that you don't need the developer account if you are only doing web apps. And if you are developing to extent Safari, that is a free ADC account offering.
