Just an update… this was resolved by installing Java. The error I saw had NOTHING to do with Java, and I thought it had been installed when I stood this host up. Very odd, but hopefully this post will help someone else.

Has anyone been able to access NMCI OWA with Safari under Mountain Lion? I can get there with Lion, but not 10.8
