Are all of these suggestions approved by DoD? Don't they need to be? And if
you have a contractor, don't they need to have DoD approved storage, too, to
allow DoD folks to access it?

For the storage itself I'd recommend Dropbox or Google Drive - doesn't
matter much. The issue is how to secure what you place there from
unauthorized access. If you are willing to rely on the protection that the
Cloud is claiming - fine, you can stop here. Otherwise - read on. :-)
There's storage encryption package (ENCrypted File System) that does exactly
that. You mount a drive (like Dropbox), then mount a directory on it using
ENCFS - and that directory is secure (while the rest of the drive may be
not). ENCFS is available here <http://www.arg0.net/encfs> .
If you prefer a pre-built executable (that runs on most OS including iOS and
Android) - look at BoxCryptor, available here <https://www.boxcryptor.com/>
).
I always preferred encryption and file integrity that I control to that that
somebody else is promising, hence BoxCryptor or encfs. :-)
